What do people think about goverment mandated Spaying and Nutering of their pets?

One look at the number of puppies and kittens in the local shelters proves that too many pet owners are unable to prevent nature from taking its course, or just don't care. I'm all for it.
Its cheap and good for the dogs.
I think it will help reduce the number of pets in shelters. But CA residents also need to make sure they don't buy puppies on the internet from puppy farm states.
As much as I hate to say it, I think it's a good idea.
